Unlocking a contaminated former landfill site for residential development

Unlocking a contaminated former landfill site for residential development

Outcome

IGE successfully secured approval from the Environment Agency, local authority and NHBC, enabling development to process on a site that had been stalled for two decades. This helped unlock the site, facilitating its transformation into a viable residential scheme.

Project background

IGE Consulting was appointed to support the redevelopment of a former landfill site in Burscough, which has remained undeveloped for over 20 years due to significant environmental and geotechnical challenges.

The site contained tobacco, tannery and organic wastes, with recorded methane levels exceeding 70%, alongside complex ground conditions. Previous attempts to agree a viable remedial strategy with the local authority and Environment Agency had been unsuccessful, preventing development from progressing.

What we did

IGE undertook a detailed ground gas risk assessment and developed a robust remedial strategy to address both contamination and geotechnical constraints. This included the design and supervision of remediation works, as well as securing the necessary permits to process approximately 100,000m³ of waste on site.

We worked closely with regulators and stakeholders throughout, providing clear technical justification and ongoing support to achieve agreement. IGE also delivered verification reporting and oversaw the validation of ground gas protection and cover systems.
