A Coal Mining Risk Assessment (CMRA) is required for sites located within Mining Remediation Authority-designated Development High Risk Areas. These areas may contain mine entries, shallow workings or other mining‑related hazards.

Even if a site is outside a designated Development High Risk Area, instability risks can still exist due to unrecorded mining, non‑coal mining (including salt, ironstone and sandstone extraction) or natural subsidence. These factors must still be considered during development planning.
